If you worked in Hong Kong, your employer was legally required to contribute to the Mandatory Provident Fund (MPF) for you. Many expats leave Hong Kong without claiming their MPF, and the money sits unclaimed with the scheme trustee indefinitely.

The MPF system requires employers and employees to each contribute 5% of the employee's relevant income (up to the statutory maximum). These contributions are invested and held by an MPF trustee until the employee reaches age 65, or qualifies for early withdrawal.

For expats, the most relevant withdrawal ground is permanent departure from Hong Kong. If you have permanently left Hong Kong with no intention of returning for employment or to take up residency, you can apply to withdraw your entire MPF balance as a lump sum, tax-free.

Hong Kong's MPF system has multiple trustees, HSBC, Manulife, AIA, Sun Life and others. When you change jobs in Hong Kong your MPF account may stay with the previous trustee or be transferred. After leaving Hong Kong, many expats simply forget which trustee holds their account.

The average MPF account balance varies significantly based on salary and length of service. An expat earning HKD 40,000 per month who worked in Hong Kong for five years would have accumulated approximately HKD 240,000 (around $30,000) in combined employer and employee contributions, plus investment returns.

The MPFA reports that billions of dollars in MPF assets belong to accounts with no recent activity, many of which belong to expats who have left Hong Kong.

To withdraw your MPF on grounds of permanent departure you need to complete a withdrawal form with your trustee, provide evidence that you have permanently left Hong Kong, and declare that you have no intention of returning.
