One administrator, two money layers

Indonesia's statutory scheme is run by BPJS Ketenagakerjaan, formerly PT Jamsostek, which transformed on 1 January 2014 without liquidation. Jamsostek era balances carried over and still exist.

  • JHT, Jaminan Hari Tua. JHT, Jaminan Hari Tua, is an individual old age savings account held at BPJS Ketenagakerjaan and funded at 5.7 percent of wages under PP 46/2015. It is your own accumulated money, not a pooled entitlement.

  • JP, Jaminan Pensiun. JP, Jaminan Pensiun, is a separate monthly pension layer that only exists since 1 July 2015 under PP 45/2015. Fifteen contribution years are needed for a monthly pension, otherwise the benefit is paid as a lump sum.

  • Voluntary funds. Employer pension funds, DPPK, and financial institution pension funds, DPLK, sit under OJK supervision, which publishes a directory.

Foreign workers were covered, and leaving is an express claim ground

Six months of work triggered enrolment

Yes. Anyone working in Indonesia for six months or more, including foreign citizens, was required to be enrolled, under UU 24/2011 Pasal 1(4) and PP 34/2021 Pasal 8(1).

The leaving-Indonesia claim

Permenaker 4/2022 Pasal 12 gives a foreign citizen who has left Indonesia permanently an express claim ground, claimable before or after departure. Pasal 13 lists the documents: the BPJS membership card, the passport, and a signed statement of no longer working in Indonesia. Pasal 18 sets payment within five working days of a complete claim. Indonesian citizens abroad claim through the resignation or dismissal route instead, after a one month wait.

The access reality from abroad

BPJS's own official account has stated that the Lapak Asik online claim portal is not accessible from outside Indonesia. A member abroad who already holds a JMO app account can check the balance and claim only if the balance is under Rp 15 million. The identifier that unlocks everything

The key identifier is the KPJ membership number. If it is lost, the former employer's payroll records are the usual route to trace it.

If the member has died

JHT is payable on death. Permenaker 4/2022 Pasal 16 and 17 set the heir order, widow, widower and children first, and the documents required: the death certificate, a certificate of heirs or a court determination, and heir identity.

What we could not verify

We say what is verified and what is not.

  • The from-abroad claim procedure for balances of Rp 15 million and above is not published.
  • Whether foreign workers also hold JP accounts is unconfirmed.
  • Whether the JMO app can be registered from abroad with a foreign phone number is unconfirmed.

What to gather

  • Your KPJ membership number, the key identifier for any BPJS Ketenagakerjaan record.
  • Your BPJS Ketenagakerjaan membership card, if you still hold it.
  • The passport you used while working in Indonesia, and your current passport.
  • Every Indonesian employer with dates, because payroll records are the usual route back to a lost KPJ number.
  • Your full name exactly as registered, including any spelling variant used by the employer.
  • A signed statement that you no longer work in Indonesia, for the foreign national claim route.
  • Any Jamsostek era paperwork, since balances from before 2014 carried over.
  • A payout destination and identity documents for the account holder.

Honest rule-outs

Telling someone to stop is as valuable as telling them to start.

  • You never worked in Indonesia and were never enrolled with BPJS Ketenagakerjaan or Jamsostek. There is nothing to find.
  • You already claimed your JHT balance in full and have not worked in Indonesia since. That was the account.
  • You were a civil servant, in which case your record sits at Taspen, not at BPJS Ketenagakerjaan.

The traps, or what is not a valid rule-out

  1. 1. Jamsostek was wound up so my money is gone. PT Jamsostek transformed into BPJS Ketenagakerjaan on 1 January 2014 without liquidation, so Jamsostek era balances carried over and still exist.
  2. 2. I was a foreigner, so I was not covered. Anyone working in Indonesia for six months or more, including foreign citizens, was required to be enrolled under UU 24/2011 Pasal 1(4) and PP 34/2021 Pasal 8(1).
  3. 3. I left Indonesia, so I forfeited it. A foreign citizen who has left Indonesia permanently has an express claim ground under Permenaker 4/2022 Pasal 12.
  4. 4. I checked the online portal and it did not work, so there is nothing there. BPJS has stated that the Lapak Asik online claim portal is not accessible from outside Indonesia. A portal that will not open is not a nil balance.
  5. 5. I only had one employer for a year. JHT is an individual savings account funded at 5.7 percent of wages under PP 46/2015, so even a short spell has a balance.
  6. 6. I lost my card and my number. The KPJ number can usually be traced through the former employer's payroll records.
