Portugal hosts one of the largest UK national communities in continental Europe. INE (Statistics Portugal) and SEF / AIMA registration data put the UK national resident population at roughly 45,000–50,000, concentrated in the Algarve (Lagos to Tavira), the Lisbon metro area (Cascais, Estoril, central Lisbon), Porto, and the Silver Coast (Caldas da Rainha, Óbidos). The cohort has three distinct waves: (1) long-tenure Algarve retirees and second-home owners who arrived from the 1980s onwards, (2) NHR-era arrivals (Non-Habitual Resident regime, 2009–2024) who relocated for Portugal's then-favourable foreign-pension tax treatment, and (3) post-Brexit D7 (passive income) and D8 (digital nomad) visa arrivals from 2021. The Pensions Policy Institute Lost Pensions Survey 2024 puts UK unclaimed pension pots at 3.3 million worth £31.1 billion in aggregate, every wave contributes to that pool, particularly the NHR and D7 cohorts who often have multiple small auto-enrolment pots from London-era job mobility.

Three British cohorts in Portugal
PensionHunter cases fall into three broad cohorts. Inclusion is audience identification only, it implies nothing about entitlement size or entitlement value.
- Algarve retirees (1980s–pre-Brexit). Often hold older defined-benefit entitlements (NHS, LGPS, USS, civil service via MyCSP, teachers via TPS) plus a UK State Pension. State Pension is uprated annually for Portuguese residents.
- NHR-era arrivals (2009–2024). Working-age professionals who moved to Lisbon, Cascais and Porto under the Non-Habitual Resident regime. Typically hold City of London finance, Big Four, tech and consulting pensions, often spread across NEST, The People's Pension, Aviva, L&G WorkSave and corporate master trusts.
- Post-Brexit D7 / D8 cohort (2021–). D7 (passive income) and D8 (digital nomad) visa holders. Mixed UK auto-enrolment pots from short-tenure employers, plus self-employed NEST contributions in some cases.
Common UK employers with dormant pensions for Brits in Portugal
NHS (administered by NHSBSA), local government (LGPS), universities (USS, TPS), civil service (MyCSP), Big Four (Deloitte, PwC, EY, KPMG), City finance (HSBC, Barclays, JP Morgan, Goldman Sachs, Standard Chartered), oil and gas (BP, Shell), FMCG (Unilever, Diageo), and the dominant auto-enrolment master trusts: NEST, The People's Pension, Smart Pension, Now: Pensions, Cushon, Aviva Master Trust and Legal & General WorkSave.
UK State Pension, uprated in Portugal
Portugal is on the UK's reciprocal uprating list (as an EEA state and under Withdrawal Agreement provisions for pre-2021 arrivals; HMRC has confirmed continued uprating for UK State Pension paid to Portugal-resident pensioners). The annual triple-lock increase applies. NHR and the 2024 changes, informational only
The Non-Habitual Resident regime (introduced 2009) historically offered a 10-year favourable tax window to qualifying new Portuguese residents, including in some cases reduced taxation of foreign-source pension income (subject to amendments over the years, notably the introduction of a 10% flat rate on foreign pensions for NHR registrations from 2020). The classic NHR regime was closed to new entrants from 1 January 2024 and replaced by the more narrowly scoped IFICI ("Tax Incentive for Scientific Research and Innovation") regime. Existing NHR registrations are honoured for the remainder of their 10-year window. QROPS to Portugal, informational only
There are no Portugal-domestic pension vehicles on the HMRC ROPS list as routine UK transfer destinations. Historically Malta- and Gibraltar-based schemes have appeared on the list and have been used by some advisers for Portugal-resident members, but each case requires individual scrutiny. The Overseas Transfer Charge of 25% has been extended by HMRC policy announced at Autumn Budget 2024 and enacted in Finance Act 2025 (section 32) to apply to transfers to QROPS in the EEA and Gibraltar requested on or after 30 October 2024, closing the previous EEA / Gibraltar exclusion. The same-country-of-residence exemption may apply in specific circumstances.

Portuguese tax on UK pensions, informational only
Under the UK–Portugal Double Taxation Convention, taxing rights over UK pension income are allocated on a category-by-category basis (government service pensions, private occupational pensions, lump sums). For NHR registrants the 10% flat-rate regime on foreign pensions may apply for the remainder of the 10-year window; for non-NHR Portuguese tax residents, UK occupational pension income is generally taxable in Portugal at progressive IRS rates, with a tax credit for any UK tax paid. Yes, often more than one. I'm on NHR, does that affect my UK workplace pension?
NHR is a Portuguese tax regime; it does not change the existence of your UK pension or which scheme administrator holds it. It may change how Portugal taxes the income when you receive it, historically a 10% flat rate on foreign pensions for NHR registrations from 2020. Tracing the pension is independent of the tax question; consult a Portuguese tax adviser for the IRS treatment.
Can I transfer my UK pension to a Portuguese scheme?

NHR closed at the end of 2023, does that affect new arrivals from the UK?
Yes for the tax side. New Portuguese tax residents from 1 January 2024 cannot register under the classic NHR regime; the replacement IFICI (Tax Incentive for Scientific Research and Innovation) regime is narrower and aimed at qualifying R&D / academic roles. Existing NHR registrations are honoured for the remainder of their 10-year window. Pension tracing itself is unaffected by the tax-regime change.
My late spouse held UK pensions and was Portugal-resident at death, can you help with the estate?
