Vietnam Social Insurance (VSS) holds a single national record keyed to the SI number. The narrow point: foreign refundable value only began accruing from January 2022, so for most pre-2022 foreign workers there is no meaningful claim, and the 1 July 2025 split changes the rules by first-joining date in ways most departed foreigners are not tracking.

A departed foreigner can file from abroad, but onward international transfer of the payout is not a documented route in Vietnamese guidance, this is a thin market, and we say so.
