Unpaid UAE gratuity? The route to payment from abroad

The UAE does not run a pension register for expatriate workers. What most expats are chasing is end-of-service gratuity under UAE Labour Law, or, for employers in the DIFC, DEWS (DIFC Employee Workplace Savings) contributions. The federal Ministry of Human Resources and Emiratisation (MOHRE) handles labour disputes; DEWS balances sit with the DEWS administrator. GPSSA covers Emirati nationals and GCC citizens under a separate statutory scheme. This guide is honest about which route applies to whom.

The official route

For end-of-service gratuity under UAE Labour Law, MOHRE is the official channel for a wage-protection or labour-dispute case where the former employer has not paid. From abroad, MOHRE accepts filings but the practical route runs faster through the former employer's HR or, for DIFC employers, through the DEWS administrator directly.

For Emirati nationals and GCC citizens covered under GPSSA (the General Pension and Social Security Authority), GPSSA holds the pension record. See gpssa.gov.ae.

What this route can and cannot do

Route verdict: HUMAN-ONLY

There is no central portal that returns "your UAE gratuity" or "your DEWS balance" from a single lookup. The route is employer-first, then MOHRE (federal) or DIFC/DEWS as required. Steps you can take yourself

  1. Confirm whether the employment was federal (mainland UAE) or in a free zone, DIFC (with DEWS) and ADGM have their own rules.
  2. For federal / non-DIFC employment: calculate the gratuity owed under UAE Labour Law and contact the former employer's HR in writing with the leaving date, salary, and reason for termination.
  3. If the employer does not pay: file a wage-protection or labour complaint with MOHRE.
  4. For DIFC employment: DEWS contributions replaced gratuity from Feb 2020. Contact the DEWS administrator (currently Equiom, on behalf of the DIFC-appointed provider) for your DEWS balance and options for overseas members.
  5. For Emirati nationals / GCC citizens covered under GPSSA: contact GPSSA directly for the pension record.

Where the DIY route stalls

  • No expat pension register, everything runs through the former employer or DEWS, not a search portal.
  • Free-zone variation, DIFC, ADGM and other free zones have separate labour rules; the mainland/DIFC/ADGM distinction changes the route.
  • Historic employers dissolved or acquired, successor research is often needed before gratuity can be pursued.
  • DEWS coverage window, pre-Feb-2020 DIFC service still runs under old gratuity rules; post-Feb-2020 runs under DEWS.
  • Cross-border enforcement, MOHRE decisions bind UAE-based employers; enforcement against a dissolved entity is limited.
