Vietnam pension deadlines for people who left

We list every obligation we have verified in Vietnam's pension system that runs on a time limit for someone who no longer lives there. Each row says what starts the clock, how long it runs and what is lost, with the official source and the date we checked it. We hold 11 rows for Vietnam. Where an official source is silent, we say so on the row rather than guess.

Pick the year and we open the free checker with Vietnam already selected.

How long
After six consecutive months of not collecting the money
What is lost
The social insurance agency suspends printing the beneficiary's name on the payment list; the beneficiary must lodge a written proposal (Form No. 19-CBH) to have the withheld months paid retrospectively.

If a pension or monthly social insurance allowance is not collected for six consecutive months, Vietnam Social Security stops printing the beneficiary's name on the payment list and the money must then be claimed back through a separate retrospective-payment application (Form No. 19-CBH).

How long
When collection is more than 6 months overdue
What is lost
The case is passed to the paying organisation, which contacts the beneficiary directly to establish the reason and, with the commune People's Committee and the Public Administration Service Centre, to complete the administrative formalities needed before payment can be made.

Vietnam Social Security compiles lists of pension and social insurance beneficiaries who are more than six months late in collecting their money and passes them to the paying organisation to contact the person directly and establish why the money has not been collected.

What is lost

The Law on Social Insurance No. 41/2024/QH15 (in force from 1 July 2025) provides that within 20 days before the employee meets the pension conditions, the employer submits the pension dossier to the social insurance agency; a person with a reserved period of compulsory contributions submits their own dossier within the same 20 days before eligibility. The agency must decide within 20 days (excluding public holidays) of receiving a complete dossier.

What the source does not say

The source is the statute: it supports what the law says, not what Vietnam Social Security (VSS) does in practice. The statute's period is the 20 days before eligibility, and the primary filer is the employer. Article 79 does not state that payment is delayed. The source is the Government Portal's publication of the law, as the Ministry of Justice database vbpl.vn could not be reached.

What is lost

Vietnam Social Security must compile, every month, a list (Form No. 37-HSB) of beneficiaries whose collection authorisation has less than two months left to run, and the beneficiary must then file a fresh certified authorisation together with a Form 14-HSB request.

Cessation of compulsory social insurance participation (the 12-month count runs while not subject to compulsory and not participating in voluntary social insurance).
How long
After 12 months without compulsory or voluntary participation, with total contributions under 20 years; ground available only to those with contribution time before 1 July 2025.
What is lost
the source does not state what happens if this is missed

The Law on Social Insurance No. 41/2024/QH15 (in force from 1 July 2025) provides that a Vietnamese-citizen employee covered by compulsory social insurance who has ceased participating may, on request, receive a one-time social insurance payment if they have a contribution period from before 1 July 2025, have for 12 months been neither subject to compulsory social insurance nor participating in voluntary social insurance, and have less than 20 years of contributions.

What the source does not say

The source is the statute: it supports what the law says, not what VSS does in practice. The rule applies only to people with contribution time before 1 July 2025 and under 20 years of contributions; Article 70 does not state that the pension right is lost. The source is the Government Portal's (chinhphu.vn) publication of the full statute; we could not read the Ministry of Justice database vbpl.vn, or the official gazette (Cong bao) PDF beyond Article 34.

What starts the clock
Cessation of social insurance participation: end of the labour contract, or expiry without renewal of the work permit / practice certificate / practice licence; or, for those eligible for a pension, ceasing to reside in Vietnam.
How long
On request after cessation; the statute sets no filing deadline for the request.
What is lost
the source does not state what happens if this is missed

The Law on Social Insurance No. 41/2024/QH15 (in force from 1 July 2025) provides that a foreign-citizen employee working in Vietnam under compulsory social insurance who has ceased participating may, on request, receive a one-time social insurance payment in listed cases, including where they meet pension conditions but no longer reside in Vietnam, and where their labour contract ends or their work permit, practice certificate or practice licence expires without renewal.

What the source does not say

The source is the statute: it supports what the law says, not what VSS does in practice. The statute's triggers are the end of the labour contract or permit and, for people who meet the pension conditions, no longer living in Vietnam. The source is the Government Portal's publication of the law, as vbpl.vn could not be reached.

How long
Steps up annually; 62 for men from 2028, 60 for women from 2035
What is lost
the source does not state what happens if this is missed

Vietnam's retirement age rises on a year-by-year schedule, reaching 62 for men in 2028 and 60 for women in 2035, so the age at which a pension can start depends on the calendar year of retirement.
