When should I apply for a Bulgarian pension?

An application with the required documents submitted within two months of the date the right was acquired brings the pension from that date. Submitted later, it runs only from the date of submission, and the intervening months are gone.

Does the right itself lapse?

The right itself does not lapse: NSSI states that the right to a pension is not waived by prescription, so the entitlement survives while the money in front of it does not.
